In the majority of reservoirs the quality of potable water does not correspond to regulatory standards. Soil productivity is decreasing while soil erosion is increasing all over the country. Forest regions that defend fields and streams are decreasing, and rare species disappear. Inadequate control of the use of natural resources results in the degradation of all natural parks and reserves. Environmental ills in the urban areas are also becoming worse. Increasing deforestation is provoked by forest fires and technical pollution.

Poor water management norms have raised health preoccupations in many regions, and water protection is questionable in the countryside, where 58% of the population takes water from simple wells influenced by groundwater pollution. Unsanitary runoff from populated territories and agricultural places facilitates greatly the pollution of sources that eventually give water for domestic use. The quality of drinking water decreases significantly during spring floods, when the runoff is the heaviest. Elementary portable filters are not broadly accessible. An evaluated 8% of wastewater is fully treated previous to dumping in waterways.

Recently, officials have determined many of Russia's rivers as bearers of waterborne diseases, epidemics, which were mainly frequent in 1994. In July 1996, Moscow health officials reported an outburst of cholera-causing bacteria in the Moscow River. Executives have cautioned against increasing outbursts of wastes-related diseases such as salmonella, dysentery, cholera, typhoid fever, and viral hepatitis in most Russian rivers. Citizens have been informed to boil the water before use.

Marine biologists announce that only several species of fish stay in the Black Sea, which once was a highly diverse marine ecosystem with many species. In accordance with environmentalists, the whole sea is in danger of "dying" as only about 10% of its near-surface volume maintains enough oxygen to support life. In 1992 the states of Bulgaria, Georgia, Romania, Russia, Turkey, and Ukraine signed a contract to undertake particular measures against contamination of the Black Sea and the rivers that flow through their area (Rasper, 1996, p.78).
